Insert a block of html?

We would like to be able to insert a block of links into an Outlook message. Would it be feasible to add a third "Insert html block" item to the Advanced menu which would allow the user to paste the html into a dialog box, and have it inserted into the message at the cursor position?

I tried using the "Import HTML file" option, but there are two problems with this. Firstly, any exisitng message body is deleted when the file is imported. Secondly Outlook holds the imported file open even after the message has been sent.
